Werner Brouwer (1972) is a professor of health economics and research director at the Institute of Health Policy & Management of the Erasmus MC/ Erasmus University Rotterdam. He is also a member of the management team of the institute for Medical Technology Assessment of the Erasmus MC. In 1996 he obtained an MSc in Economics at the Erasmus University Rotterdam where he also obtained his PhD in Health Economics in 1999.

 

Werner is involved in several (health economic) courses in the Bachelor phase as well as in the Master phase taught at the Institute of Health Policy & Management and a member of the Program Board of the Master of Health Economics Policy & Law.

 

His research is mainly, though not exclusively, focused on the methodology of economic evaluations in health care and the link between economic evaluations and societal decision making. Important areas of attention are informal care, productivity costs, extra-welfarism, health state valuation, discounting and the (relative) value of QALYs.

 

Werner is an associate editor of Health Economics. He is also on the editorial board of the international journals PharmacoEconomics and Cost-Effectiveness and Resource-Allocation, as well as of the Dutch journal Tijdschrift voor Gezondheidswetenschappen (TSG) and a member of two committees of the Dutch organization for health research (ZonMW).

Current projects

Here are brief descriptions of some ongoing projects:

 

1. Incentives for living longer in good health. Here, we are looking at incentives at different levels for investing in a long and healthy life. More information can be found on the Netspar site. (David Rappange is the main contact person for this project.)

2. Broader Social Benefits of Health Care. This project attempts to quantify broader social benefits of health care interventions. It will mainly involve an inquiry into the monetary value of health gains and the health and well-being effects on significant others. (Ana Bobinac is the main contact person for this project)

3. Correcting for discounting in health utility measurement. This is work together with Arthur Attema, focusing on correcting TTO measurements for discounting. Establishing correction factors for the Dutch tariffs is the main aim.  

4. Validating the CarerQol-instrument. This project aims to produce a manual for inclusion of informal care in economic evaluations including tariffs for the newly developed CarerQol instrument. (Renske Hoefman is the main contact person for this project.) 

5. Equity weights for QALYs. This project aims to establish equity weights for QALYs in the Dutch context, with an emphasis on the concept of proportional shortfall. (Liesbet van de Wetering is the main contact person for this project.)

6. Significant others in TTO. This project considers the inclusion of (the impact of illness on) significant others by respondents in health state valuations. (Marieke Krol is the main contact person for this project.)

7. Subjective expectations & TTO. The influence of subjective expectations regarding length and quality of life remains a novel and interesting topic. Mainly together with Floortje van Nooten we are continuing our work in this area.
